The administration and management of public personnel, our primary emphasis will focus on research exploring all aspects of the work environments, organizations, individuals, and decisions that are part of the theory and practice of public human resource management. The vision for this program is to reduce the burden of disease, injury, and disability through the development of social policies, healthy environments, effective infrastructure, equitable healthcare systems, and skilled human resources, with the work to be guided by .. The body of knowledge that can help in change leadership, cultural assessment, and performance diagnosis is the “D” side of HR — Human Resources Development. Such as management, has some basic HR knowledge (Rogers, 2009a). Adults learn and develop skills by having the opportunity to practice. However, according to alumni, there is a large gap between the public health theories and practice, and consequently they often learn the skills required in professional settings through frequent trial-and-error attempts. The purpose at this paper is to examine the extent to which Strategic Human Resource Management Theory and Practice can help organisations during periods of significant economic recessions. These studies and their conclusions have been the starting point for our research which is intended to improve the results and develop the mentioned theory. We place HRM more generally within the literature on management practices and productivity. Human Resource management have to adapt with the times as staff become more dynamic and less limited in their roles and bound by a job description. It's all built on research and theory from the likes of Kurt Lewin, Peter Senge, Margaret Wheatley, Warner Burke, and Edgar Schein.
